What does financial support in business incubators offer besides money?
An incubator is an organisation that turns an idea into a working business. The Polish Agency for Enterprise Development (PARP) coordinates start-up assistance programmes through a network of accredited incubators.

Incubator residents receive a workspace in a modern office, consultations with lawyers and accountants, and opportunities to meet potential clients and investors through private events. Most importantly, they gain access to grant programmes that are closed to companies outside the incubator.
How did Poland come to adopt the incubator system?
In 2015, the entrepreneur submitted applications to various agencies. One grant was submitted to the employment service, the second to the Ministry of Economy, and the third to a regional fund. Each agency required its own set of documents. The process took six months.
We tried to create a single portal for submitting applications. It didn't work — government agencies failed to synchronise their databases, and entrepreneurs still had to submit duplicate documents.
In 2021, PARP launched a system of accredited operators — incubators that act as intermediaries between start-ups and government funding. A single application to an incubator opens up access to five types of financial assistance at once. Entrepreneurs save 4-5 months on bureaucracy.
Types of financial support: grants for start-ups through business incubators
Startup Booster Poland — non-repayable grants of up to PLN 400,000
The Startup Booster Poland programme offers grants of up to PLN 400,000, covering 100% of expenses without requiring any personal contribution. The money does not need to be repaid. The state does not acquire a stake in the company.
What the grant can be spent on:
- Team salaries, including contractors under civil law contracts
- Services of developers, designers, marketers
- Hardware and software
- Participation in industry exhibitions
- Testing the product with real customers
The programme includes five development paths: B2B acceleration with corporate partners, investor acceleration with venture capital funds, sector-agnostic for projects not tied to partners, Poland Prize for foreign start-ups, and Go Global for entering foreign markets.
Requirements for participants:
- The company has been registered in Poland for less than 5 years.
- Micro or small enterprise status
- Minimum viable product (MVP)
- Team of at least 2 people
"Only apply for a grant after you have tested your MVP on 10-15 real users. The commission checks whether you have proof of demand. Screenshots of correspondence with customers, interview recordings, first sales — all of this increases your chances of approval from 20% to 60%."
Poland Prize — a programme for foreign teams
The Poland Prize is intended for foreign start-ups that want to register a company in Poland and enter the local ecosystem. The programme consists of two phases.
Soft landing phase — up to 3 months:
The start-up receives support from a "concierge" to help it adapt to the Polish market, assistance in hiring a team, setting up accounting, finding an office and establishing relationships with potential customers. The grant covers visa costs, company registration and initial salaries.
Acceleration phase — up to 9 months:
The start-up is working on launching a commercial version of the product, attracting its first paying customers, or preparing for a venture capital round.
Who is eligible for the Poland Prize:
- Founders without Polish citizenship make up at least 50% of the team.
- The company has been registered in Poland for less than a year.
- The product features technological innovation.
- The team is ready to physically move to Poland.
Imagine a two-stage rocket. The first stage (soft landing) takes you into orbit around the Polish market — you get all the basic life support systems. The second stage (acceleration) accelerates you to commercial speed — here you are already working with real customers and investors.
Eastern Poland platforms – subsidies of up to PLN 600,000
The Eastern Poland Startup Platforms programme offers up to PLN 600,000 in non-repayable funding for startups operating in the five eastern provinces of Poland. The condition is that the company must be registered in one of the following regions: Lublin, Podkarpackie, Podlaskie, Świętokrzyskie or Warmian-Masurian Province.
The programme covers the costs of creating a prototype, testing the market and attracting the first customers. The project implementation period is up to 18 months.
Before applying for a grant or meeting with an investor, it is worth consulting with experts who know the specifics of the Polish market. The Business Incubator provides not only information on available sources of funding, but also assistance in structuring applications to meet the requirements of specific funds.

The B2B path versus the VC path
Startup Booster Poland divides startups into two tracks: B2B acceleration for those working with corporate clients, and investor acceleration for those preparing for a venture round.
B2B acceleration:
The start-up gains access to large Polish companies that are partners of the incubator. The goal is to launch a pilot project, prove the value of the product, and secure the first contract. The corporate client may become a strategic investor in the next stage.
VC acceleration:
The incubator prepares the start-up for meetings with venture capital funds. The team practises its pitch, builds a financial model and formalises processes. The result is a cold presentation to investors through the incubator's network.
- The main compromise of the B2B route: By choosing corporate clients for quick money and stability, you sacrifice growth speed. Corporations take months to make decisions, and their bureaucracy slows down development.
- The main compromise of the VC route: By choosing a venture capital fund for scaling resources, you sacrifice control and transfer 20-40% of the company to investors who will push for rapid growth at any cost.

What is a pitch deck and why is it critical?
A pitch deck is a presentation consisting of 10-12 slides that explains the essence of your business to investors in 10 minutes. Without a strong pitch deck, venture capital funds will not consider your application.
The structure of an effective pitch deck:
- The problem — what pain does the customer experience?
- The solution — how your product relieves pain
- Market — how many such customers exist
- Business model — how exactly you make money
- Traction — how many customers are already paying
- Competitors — why you are better than the alternatives
- Team — why you are the right people for the job
- Finance — 3-year forecast with justification
- Request — how much money is needed and for what purpose
- Use of funds — detailed breakdown of expenses

Preferential loans and debt financing through Bank Gospodarstwa Krajowego

BGK offers a programme called "First Business – Support for Start-ups". The maximum loan amount is PLN 100,000 (approximately 20 times the average salary).
Advantages of a BGK loan:
- Interest rate is 3-4 percentage points below market rate
- Deferral of the first payment for 6 months
- No collateral required for amounts up to PLN 50,000
- Option of early repayment without penalties
Financial conditions for obtaining:
- Business registered less than 2 years ago
- No overdue tax payments
- Business plan with payback calculation
- Positive credit history of the founder
It makes sense to take out a loan when you are confident of stable sales in 3-4 months. If the product is still in the testing stage, it is better to start with a grant.
Financial support in business incubators: How to avoid major mistakes when obtaining financing?
Submit an application without a verified MVP
The founders believe that their idea is so strong that the commission will take their word for it.
Modern PARP programmes require a working prototype at the MVP stage. Incubators reject 85% of applications at the first stage precisely because of the lack of evidence of product viability. You waste 2-3 months preparing documents that no one will read beyond the second page. A basic MVP increases the chances of approval by 7 times — from 15% to 65%.
Request the maximum amount at the start
It seems logical to request 400,000 zlotys at once, so that there is enough for all the planned tasks.
The commission evaluates the request in proportion to the team's experience and results. If you do not have paying customers but are requesting the maximum grant, this is a red flag. Incubators divide funding into stages: first, they give 30-40% of the amount to prove the concept, then, when the metrics are achieved, they release the rest. Ask for an amount for specific, measurable goals for 3-4 months ahead.
Ignore tax implications
The founder focuses on obtaining money without considering the rules of use.
PARP grants are classified as de minimis aid. This means that a company can receive no more than €200,000 in state aid over three years. If you exceed the limit, you will have to return the excess amount with interest. If you close your business before the end of the project, you must return the entire grant amount plus interest. If you do not take this into account in your cash flow, you may find yourself without working capital at a critical moment.
Before signing the grant agreement, request a tax audit from a de minimis aid specialist. It costs PLN 400-600, but you will find out the exact balance of the available limit and avoid fines of PLN 50-100 thousand, which PARP imposes for violating the terms and conditions.
Why are grants not always the best choice?
Grants seem like the ideal solution — free money with no strings attached. But there is a serious drawback that few people talk about.
Poland is investing €2 billion from EU funds in an innovative ecosystem for the period 2021-2027. This creates dependence on political decisions in Brussels. If the EU's priorities change, the funding will evaporate within a year.

An entrepreneur spends 4-6 months preparing an application, going through the competition and waiting for a decision. During this time, it would have been possible to attract a business angel in 4 weeks or earn the first 30-50 thousand zlotys in sales.
Grants require quarterly reports detailing each expense item. You spend 20-30% of your working time on bureaucracy instead of developing products and working with customers.
- When grants are justified: If your start-up requires large initial investments in equipment, laboratories or certification, and the first sales will begin in 12-18 months. For example, biotech or medtech. In this case, a grant gives you time to prepare without pressure from investors for rapid growth.
- When it is better to refuse: If you can start selling in 2-3 months, focus on customers. Money from sales gives you complete freedom of action, rather than the rigid framework of a grant agreement. You can change your strategy in a day, rather than waiting 3 months for approval of amendments to the project.
How financial support works in Polish business incubators: a real-life case study
Problem: An IT company from Kharkiv created a SaaS platform for automating procurement in construction. By the end of 2023, the team had a working product and 30 paying customers in Ukraine, but the Ukrainian market was too small to scale. They needed access to the EU, but without an office in Europe, it was impossible to sign contracts with large contractors.
Solution: In January 2024, the founders moved to Warsaw through the Poland Prize via the Reactor incubator. They received their first grant of PLN 50,000 three weeks after submitting their application. The money was used to register the company, rent an office, obtain visas for the five-person team, and participate in the Budma construction exhibition in Poznań.
Result: Within three months of soft landing, they found their first three clients in Germany — medium-sized developers. Revenue grew by 40% compared to the Ukrainian period. In April 2024, they received an additional 200,000 zlotys for acceleration to refine the product to meet the requirements of the German market. In July 2024, they attracted venture capital investments of €300,000 from the Innovation Nest fund at a valuation of €2 million.
Comprehensive financial assistance: subsidies, grants and investments — a step-by-step plan
- Create a working MVP and test it on 10-15 users. Record feedback in writing — this will strengthen your application.
- Register with a business incubator in your industry. A list of accredited PARP operators is available at parp.gov.pl.
- Select a financial support programme appropriate for your stage of development. Poland Prize for market entry, Startup Booster for growth, Eastern Poland for regions.
- Prepare an application with clear metrics for success. What specifically will you achieve with the grant: number of customers, revenue, product version.
- At the same time, prepare a pitch deck for investors. Use the time while waiting for a decision on the grant to work on your presentation.
- After receiving the grant, focus on growth metrics. MRR growth of 15-20% per month attracts venture capital funds.
